I came up with the idea that everyone in team rocket pair up with someone and making them there rival. So just like in the game u battle and challenge eachother making each other better battlers. I think u can be able to be rivals with someone outside of team rocket if u choose, but im open to suggestions. I already found my rival my bro carl , so who's your rival !
